I'd like to change out my Kinlin 270 (ERD 587mm) to a wider rim. I'd like to keep the costs down, so if I can reuse my spokes, that's a plus. The ERD of a Pacenti SL23 is 588mm, which is much closer to the 270 than the Kinlin 279 @ 584mm.

Is it likely that I'll be able to reuse my spokes with the Pacenti?

FWIW: This is being used with an White Ind H3 hub and CX Rays.

If Pacenti is only 1mm greater diameter, that's 0.5mm on the spoke length, which is immaterial. You will be fine. Use new nipples though.
There's sometimes a buggy.

Shouldn't be an issue at all. Like bikerjulio mentioned though it would definitely be a good idea to replace the nipples. Obviously you will want to make sure you stick with the same lacing, but also make sure that if you disassemble the wheel entirely that you relace the spokes in the same fashion as before (ie pull spokes in pull holes, lead spokes in lead holes etc) just so that the grooves in the spoke holes match up to the new wheel. That will ensure that the j bends will sit flush in the spoke holes.
