If they were Bora Ultra 2 + Chorus then maybe you'd have a point.

If you are on a budget I would say that it is a good choice to spend less on groupset and more on wheels. Better wheels gives you a lot more performance than a more expensive groupset.
Maybe I am biased. Using Chorus 10 speed with nice wheels...
