whats the point of lizard skins on a ti bike?

An old framebuilder friend of mine told me he always aimed to build the seat tube length so that when fitted with an old Campag record seat pin it was nearly at maximum height for the riders inseam length.

Only works nowadays on pretty standard horizontal top tubed styled bikes.
