I would like to give cyclocross a try but with my current bike line-up, (Scott Foil and Track bike) I havnt got an appropriate or even passable steed.
So a bike is required.
I see that there is the following options;
A. Buy a new cyclocross bike of wiggle for ~£850
B. Buy an older touring or cross frame and build up something to my liking (on a budget) ie. lightweight.

So the question is am I going to be able to build something that is half decent for less than the price of the new bike, any tips/insight/insults very much welcome.

You're in the wrong forum mate. There's a Cyclocross forum.
