My C59 cleared 28mm tubulars fine but that was actual 28mm wide
A 25mm Conti 4000 clincher will just clear on an "old" standard 15mm internal width rim. Put that same tire on a new wider SES rim and you won't even be able to get it all the way in the fork dropouts before it butts up against the inner fork crown. Tubulars run truer to size. A 27mm Veloflex Vlanderen tubular will not fit. It's possible the front "may" clear the fork crown of one of the last C59 runs (as they added clearance then) but you'd still be gouging a channel in your rear brake bridge with the Vlanderens so I'd say it's a no go.
