Very cool! Too bad they're not black/grey in normal light. I believe you can actually get glass microballoons/spheres? to mix with pain to allow it to reflect light like that. We were going to use it in an IR motion tracking system back in university...

Just using scissors, and some sheets of 3M vinyl with an adhesive backing.

You mean you would rather see one color in normal light and then have it reflect at night? This is possible as well.
The glass spheres do work as well, but it does leaves a rough texture to paint surface which I don't personally like.

Been thinking about the wheels, but to get a good POV image, you're going to need big spoke count.
