Rather than simply giving me a new frame, they asked that I have someone local (usa) perform the repair. Then I was to send them the bill. It turned out the the few estimates for repair I received would cost more than what I paid for the frame. So, I just left it at that and took this as a learning experience.

If I were to repair the frame, I feared that it will fail elsewhere in the future. I am not a Titanium expert but my guess is the frame was not welded correctly using argon gas in a contaminant free environment which possibly caused the welds to become brittle. So, my attitude was why bother and get stressed out about it. (communicating, packing, import documents, import taxes, time, ect, ect, ect) I just moved on to my next project which was the 7.1 lb Scott Addict Fixed gear.
