Get new Fulcrum R5 wheels for 60k HUF from another hungarian shop (they also sell fulcrum cranks for around 110 euros..), a campag centaur drivetrain,drop those boat anchor shimano calipers, and there ya go.

Furthermore: far-eastern accessories.

Budget-cheapish components with reasonable weight :)

Also, a 27.2mm crabonseatpost will weigh in below 200 grs, and will offer a great compliance, further increasing the comfort. Change the bars to some "no brand" one (I actually like BBB products, reliable, cheap, very light with their seatposts-saddles-handlebars..)

On the long term, you can easily opt for a new frame or a new bike. Nothing wrong with this frame, but the fork weighs quite a lot. for instance. :\
