Bottom of the drops parallel to the ground, hoods in a comfortable position (about where they are now looks about right). Likewise the saddle could use leveling out, ie middle third parallel to ground. This should end up looking sweet though.

Saddle was just put on there to figure out the mechanism. I'll drop the bars down, I should keep the levers there?
Brake cables will be here Monday, wheels at the end of the week (carbon clinchers on DT240s). Stoked!

I adjusted them so that the tops/top part of drops were level with the ground, I guess they should point down further?

This is what I meant, levers look in the correct position relative to the frame, not the bars.

Finally got the wheels in... still have to finish the cables, add the chain, wrap the bars, trim the fork, swap cassettes (anyone need a DA 9000 cassette?).
Still under 15 lbs.
Is the RD cable loop too long?

RD outer looks okay, but tuck it under the skewer nut. Only thing I'd change is to swap out the chainrings for black OR spray paint them black.
