I can't say when exaclty the frame was built. It was used in 2004 at the world championships, Karin Thürig won the time trial on this frame. Special about the frame is the rear spacing: it's only 110mm, bottom bracket is 50mm. The rear wheel is a Corima modified by Walser. Front wheel is a Corima as well (12 spokes). Components mostly Dura Ace 7800 (shifters are Dura Ace 7900).

You claim that Walser even supplied frames to LA. Do you have any pictures of him riding a Walser bike. I can't remind having seen them.

I don't remember any Walsers under Armstwrong either. He used a Litespeed, either painted as a Merckx / Caloi or Trek, then a Trek painted as a Trek as far as I remember.
You need to tell us how you got the DA crank to fit a 50mm bb though. Did it require re-machining the spindle to add splines, plus a collar or some sort of shim to fit the bearings? (iirc the spindle is slightly narrower diameter in the middle, on my 7900 crank it is at least).

The original minimalist TT bike, clean lines, and arguably still very aerodynamic even with today's 'super bikes'. Very cool.

As far as I know LA has (had) one for training. I read that there was a Walser painted in team colors, but LA was not happy with the narrow bb and never used it in competition. The bike Ullrich used in 2003 was definitely a Walser labelled "Bianchi".
