Here is my FM066 / R01 Bought from Tan Tan. The headtube is stamped as an R01.

Weight is 16.04 Pounds As Shown. Any tips how to get it around 15.5? Are lightweight skewers actually safe?

Yes, lightweight skewers are ok, although I would buy from a reputable brand.

Probably the easiest and most cost effective way to save weight would be to sell the Shimano groupset and replace it with a second hand SRAM Red 10 speed.
