Is that carbon? or just filler? or old/decayed/sanded paint?

probably Aegis. They closed shop. one of the original carbon frame makers, out of Maine.
clues are the internal binder for the seatpost, the industrial dropouts, rectangular chainstays with organic front end.

I agree Aegis , I have a peugeot carbone that looks similar (seatpost binder bolt especially) but those dropouts/chainstays are pure aegis

After visiting this website's aegis, then I'm pretty sure it is the brand version of aegis, but it sounded victory.
