No.

A MtB tyre has a beaad seat diameter of 559mm, a 650c rim is 571mm.
Success is how far you you bounce back up after being knocked down

I once did it anyway 8)

It was hard, and the tolerances of the tire and the rim were in the right directions.
But it was hard work !!!
Theoretical it's not possibel - but practical.................

But don't try it the opposite way around. :lol:
