The crankset is coming from half way around the world and may not arrive with instructions and/or all of the parts.
Am I right in thinking I need two 2.5mm BB30 spacers (one each side) and a SRAM 13mm spacer for the DS? It is a BB30 crankset going into a regular BB30 shell. I already have FSA BB30 bearings and shields fitted, and assume the FSA bearing shields will be okay despite them being rather thick.
And having never fitted a SRAM BB30 crankset before I believe there is a collar to take up play instead of the simple wave washer arrangement. So what's this about then?
Any advice appreciated. Thanks.

Depends on what model of SRAM crankset, and if you have a 68 or 73 mm frame.
Once you know that, check out the SRAM tech docs, they lay it out pretty clearly.

Yes the collar is to take up play instead of a primitive wave washer system. Make sure you turn it the right way (the + sign) and tighten it up properly.
