What works where I ride may or may not work for him. Information gives a point of reference
In Michigan race speeds can average 15 mph. In a 19t rear at 100 rpm is about ~14.9 mph (Sheldon gear calculator).
http://sheldonbrown.com/gears/ may give a more tangible idea of what may work for where and how you ride.
