Anyone know if the common Trigon/Token carbon fork (OEM of the ritchey I presume) will clear a 650B tire?

I'm guessing it will, as the AC is about 420mm... that's usually enough to clear a small 29er.

My wife has a Surly 1x1 that uses a 413 AC fork and I'd like to put something lighter on it.

If you use a tyre like the Racing Ralph or Bontrager xr1 with short treads it will fit.

This would be used with the Racing Ralph. I'm going to take the risk and buy one.

I've had a 2.3" tyre in mine with loads of room to spare, you should be fine.
